Urban transformation through mobility
The Roadmap for Mobility was launched on 21 October 2020. In this roadmap, six projects were defined to showcase how NUDAs model Cities, Buildings, People and Technology could fill the gaps and merge them all into one whole.
They can be developed individually but optimized in order of priority. Investment costs are associated with each project. In this lies the need for an order and the recognition of necessity for implementation.
Moss Municipality has a development strategy and has in it designated Høyda as a new district for the future. Several plans are being made for the upcoming processes, which also means a focus on mobility. The biggest challenge is the connection between Moss center and Høyda as an area. It is unclear, burdened by high traffic and far from a good defined plan for Moss as one whole.
The Roadmap for Mobility was initiated by Håkon Iversen and SAMS, and was established as joint venture between the parties Sparebanken Østfold-Akershus, Høyda Utvikling, COWI, SAMS and InfraCity. NUDA contributed with insight of how to use the model and helped program the final conference 21st October. Significant resources were invested in the process, and the end result has laid the foundation for further opportunities.
There is no guarantee that Moss Municipality will move forward with any of the initiatives proposed in the six projects. Lack of resources, lack of capacity and lack of finances put several initiatives on hold. The authors of the Road Map believe that it is in such difficult times that initiative must be taken and implemented.
The mobility plan proposes a needed framework and guideline for which priorities are to be made in connection with Moss and Høyda’s mobility strategy. The development project has been defined as a «feasibility study» and intends to deal with the connection between Moss center and Høyda, defined as Route A, Fjordveien, in the Road Map.
A City, its Building, People and available Technology will be seen in a context in this project to achieve holistic urban development. The intention is to challenge, at the same time benefit from, traditional urban planning principles, where these four core areas are put in an interaction, rather than processed in silos. There is a need for such an initiative, but no commissions have been made for implementation. With that as a starting point, there is no customer on the other side.
The initiative therefore defines Moss Municipality and Høyda as recipients of a feasibility study. This creates a starting point where the product is defined by the basic elements described in the Roadmap for Mobility, and by the parties who have initiated the development project. The following questions must be answered in the project:
- How is sustainable mobility achieved in Moss?
- What alternative transport solutions fit into the city?
- How does the project solve everyday logistics and logistics related to time and distance?
- What is the connection between sharing economy and circular economy with mobility?
- How does the project solve energy challenges related to the city, Høyda and electric mobility?
- How will the project through the mobility plan affect city center development, Høyda’s development and housing concepts associated with this?
- What significance for social sustainability and good neighborhoods through mobility for the project?
- How does the project use the right technology as a tool for mobility planning?
The questions form the basis for the preparation of project content and have been structured in three different categories for deliverance by three different teams facilitated by SAMS Norway.
